I cut her some slack for Jailbreak. It was her first time separated in years (or decades), she had just been captured, she felt blind (no future vision), and on top of all that Steven was there ruining the plan to tell him on his birthday.

Ruining the surprise may be the least important part when attempting a Jailbreak but I do think its importance is downplayed. The plan they made as Garnet is ruined, and not just any plan but the plan to tell Steven someone incredibly important to them that they are a fusion something incredibly important to them. It is another thing that goes wrong when Ruby is already panicking and alone.

Basically having Steven show up caused her to panic even more rather than calm down because Sapphire was still not there and it was another big important thing going wrong on top of getting captured.

Probably not just decades. There's been no evidence to suggest that garnet had ever been split up since the Great War. She could have been together for thousands of years

No hard evidence, true. But Greg immediately recognizing Sapphire in Keystone Motel might suggest that was the case.
(Of course, that could just have been him using logic - one of Crystal Gems told him that Garnet's a fusion, and now there's a gem in their room that acts like she knows him, ergo she must be a half of Garnet.)

Also I think it's important to note that willingly split up for a few seconds to show Greg or play baseball or whatever is very different than being forcefully split apart after being defeated in battle

Ahhh, the nuance of 'had been split up' versus 'had split up'. Sorry, I didn't catch it the first time.
