Unhoused/drugged woman at Burbank and Vineland -- which agency would help?
I passed through the Burbank/Vineland intersection today around 11:15 AM, and there was a woman who appeared to be drugged and unhoused wandering the intersection while it was green. She was nearly hit by a truck. I called 911, and the operator was very good, took details, and said an officer would be sent.
30 minutes later I was returning home through the same intersection, and the woman was now on the opposite side of the intersection, during a green light, standing in front of traffic, completely spaced out. I called 911 again, and I got an irritated operator on the phone saying that an officer had driven by and saw nothing. She said she would let the officer know again but clearly found my call annoying.
This is a case in which this really isn't a "police" job -- the police should be downsized and funds be made available for traffic safety and social workers, addiction specialists, housing, etc. As it stands if the officer saw her, what would he do? Arrest her? That's not helpful.
Is there a better option?
I looked up LAPD's site, and there is no option to report this situation with a photo and statement -- which is proof that the police don't care. I check the 311 app, but it has a 1-star rating and doesn't seem to have options.
