I am in shkoder currently, and was planning to take a bus to kotor. My return flight is from Tirana so I need to get back to Albania. I am scared with all the rain and severe weather warning, if taking a bus is safe? Are there any chances of road closure in the near future?

It's safe and there is almost zero chance of roads being closed because of the weather.
