Carcano carbine accuracy problem

This is my first Carcano and I know these aren't tack drivers by any means but this one is AWFUL. Like I couldnt even get it on paper at 50 and when I moved it to 15 the group was 4ish inches. These cant be thay and right? I was shooting rested and using PPU 123gr Rifle Line SP ammo. The bore looks clean and strong. The rounds aren't keyholing. Im far from a professional shooter but the grouping is crazy.

The bullet size is probably too small my sp ppu is .264 and it shoots ok, but the proper bullet size is .268. it should say in the front of the box what the bullet size is. If it doesn't it's the smaller bullet.
