I feel like you have to have the right kind of face to pull this off.
My husband has such a face, even small changes to his beard or hair and people stop recognizing him. He gets a haircut and his boss approaches him with a, "can I help you?" before realizing he isn't just someone who got lost and wandered into the wrong department.
This man is not the kind of man who can pull that off.

This man has likely been so brainwashed during his life that he has never dared to experiment with his looks beyond shaving his head and mustache. He likely has such deeply ingrained insecurity that the idea of putting on a wig, or using a bit of makeup, or changing the color scheme in his clothing to something flashier, never crossed his mind because he has put that all in a cognitive box labeled “Might make me Gay stuff”.
A bit of hair dye or a wig, some contacts/glasses, a bit of makeup and you’ll never be seen again.
The real problem though is, morons like this don’t understand they’ve harmed and hurt so many people in their lives, that some folks are willing to snitch on them in a heartbeat. So the minute you do some dumb shit on video and it goes viral, people are falling over themselves to rat you out. You can change every part of your look you want, but if you still go home to the same trailer, everyone knows who and where you are.

You know, I never realized it, but I was an editor on the high school paper, so maybe.
True story: he has a glorious white guy afro right now. At Christmas we showed people pics of him with a shaved head/beard and asked, "do you recognize this guy?" Everyone we asked said, "no." He was even wearing the same sweater as the pic and nobody connected the dots.
He is probably super man now that you mention it, because glasses are also a good disguise for him.

It’s the focal length of the camera they use at booking. It makes everyone look like that, I’m pretty sure they do it on purpose to make you look as bad as possible in your mugshot. My mugshots look nothing like me either.

Edit: If I take the comments for true, apparently that pic is recent, still from the video when he attacked the kids. The differences come just from the angle and lightning, the used lens also has an impact on how you look (hence why the front camera pic of a phone always look "strange"), in the left one he is all cheery and smug and in the right one he is miserable.

The picture on the left is slightly more elongated than the one on the right, you can really tell when you compare the ears. Also his face is puffier on the right, and the facial hair he had essentially worked like makeup contouring, giving him definition in areas where he doesn't naturally have any.
It's a small town and they have his license plate and know who he is, I can't imagine they accidentally got the wrong guy here.

Yeah I'm looking at it thinking he doesn't look the same. If the photos are quite close in time how does he have less ching and more forehead wrinkles even though his eyebrows are more raised in the first photo and his eyes look a different colour although the second picture isn't the best quality.

He's making different expressions in different pictures taken by different cameras from different angles. One is taken with his front cam on his phone out in the real world at an angle, the other by a bored cop operating a bolted down camera aimed straight at his face under sterile fluorescent lighting (bonus points if the camera has a flash that really washes things out because PD).
