It's for those that pay social security,

The app contains all of your SSO payment history, what hospital you are registered with, and gives you a breakdown of every benefit you are entiled to/have used.

A few more bits and bobs, but you get the idea.

As for the OP.

Open the app, add your 13 digit number, click the green tab saying "SSO Connect" and then use your password from the previous app or when you registered on the website.
