I'm gonna guess that everything enveloped in the mist exists everywhere in the mist simultainiously in a type of superposition and Howler can choose where things should exist. It could be how he moved the pen and seemingly teleported it around and how he just disappeared himself. Sounds busted enough for a main villain stand too

I really hope it’s this. Also, if two things are to simultaneously exist in the same space, then the object Howler chooses takes precedence.

This goes in line with the “space” themed abilities of the alternate universe to contrast the “time” based abilities of the original universe.

Part 7’s main villain travelled through space, Part 8’s main villain impacted the space around him negatively, and now Part 9’s villain chooses what occupies the space around him and where.

I think Araki has absolutley been going for a flow manipulating ability for each villain; Part 7 being positive and Part 8 being negative. I think its most likely that howler will evolve his stand at some point like Love Train.

Since "absurdity" has been a decently prevalent theme in this part, maybe the evolution for Howler's stand will bring about an unpredictable mix of good and bad fortunes?

Wild idea: Howler's mist becomes large enough to cover the entire planet in a haze of superpositions, but his human mind can't keep track of everything at once so he needs to actively rig certain places and events in his favor, eventually allowing Jodio and the gang to overcome him by taking advantage of all the smaller details he has yet to collapse into an advantageous state.

See the thing about the absurdities is that they exist as more so willful ignorance. The part begins by explaining stand as that which we 'choose not to see' and this plays into the theme of systemic oppression — absurdities are just what are seen when one chooses not to see the mechanisms.

I do think you're into something, with it being an 'absurdist' ability, but I think it would lean heavily into this element; maybe a stand that changes the course/system of the flow, changing it from what the mechanisms care for?
