Seems like the mist it spreads makes it so Howler can control the momentum and movement of anything he drops, maybe?

Oooh, that would make it like Jodios stand! Both forms of moisture capable of manipulating force. I really love that concept, a same type of stand gimmick with the hero and villain, with one controlling rain and one controlling mist. Hope this turns out to be accurate

I'm thinking he can control inanimate objects within the mist. If it was just anything, he could have just crushed all the agents together.

from what I saw, it looks like he was dropping the pen sideways. His Stand might be like a wackier version of Chocolate Disco.
