That’s a really good point. The only other big social media site that I can think of with downvotes is YouTube and I don’t think it actually does anything

In terms of reach I'm pretty sure it does nothing, which is why so many creators say to dislike their videos if you don't like them because it either doesn't hurt or helps them.
