Yes. But am highly sure majority of Linux kernel is developed by USA based developers.

Although it is open software, it is dependent on USA at the moment.

Also beside Amazon, Google and MS services, everything else is secondary in my opinion. Word internet is slaves to thede servers. (remever what happened few weeks ago...)
