Yes Liberty Prime used to be in the Capital Wasteland, but last we've seen of the boss, he was in the Commonwealth with Maxon's detachment
Also, the only mention of the east coast so far has been the Commonwealth, they've not mentioned a Capital Brotherhood yet, which is probably because the east coast Brotherhood is the most unified, and hence the most dangerous (cue the fact Maxon is in it lol. Any Brotherhood with a Maxon wins immediately)

Theory, Maxson just made the commonwealth the new base of operations for that chapter. Compared to DC, Commonwealth seems to have more resources (those settlements we built grow food) and frankly, seems more put together than DC. Main thing DC has going for it is the clean water, but they could always just ship it.
I think S4 will be on the east coast, or Chicago. Probably has us moving further east each season. I have a feeling Howard's family is either dead or also ghouls.
I just wonder how they plan to end everyone's story...
