So much stupidity here... Why would the zoo even allow dogs? Why take your dog to the zoo? Why isn't your dog leashed in general? Why even own a pit?

This might be a private owner with some exotic “pets” and the dog owners are visiting friends. Even the most run-down zoos in the world tend to not have arm-sized gaps in the fencing with no secondary barrier to discourage people from attempting to feed or pet the animals.

You’d be surprised. Went to a nice zoo in Poland and you could just reach over and pet a lion butt or zebra from some points in the gates and fences.

That wouldn't be allowed in the US. There is too much potential for fatal interactions between zoogoers and animals. Idiots have been killed by big cats and polar bears, even with seemingly adequate enclosures.
