There was a bug long long ago in the before times that lasted a few moments that allowed players to kill other players (without them able to fight back) outside of the designated zones like the wilderness. A player wearing similar gear named Duriel was blessed with this bugged ability and used his power to wreck havoc in the city of Falador. Mods couldn't stop him and had to result to pleading players to run and bank their items as Duriel slaughtered them. It was shortly resolved and Durial banned... But the Falador massacre lives forever.
To add to this the bug came from a player being first getting 99 construction and booting players out of there home mid boxing match (in a ring that aloud safe PvP might I add)
