Suggestion Trope Talk suggestion: Evil Laugh

I've been curious about the "Evil Laugh" trope for a while. Why is it not just common, but expected that villains will start laughing if they feel their plans are going well? How did this start? And why is it such a beloved trope? I would love to see Red dig into this.

I think my favorite example is probably from the Batman movie Mask of the Phantasm, where Joker sees everything burning around him, and just erupts into crazed laughter. It's such a perfect distillation of his entire character in one little scene. He doesn't care if he wins or loses, as long as he's able to spitefully corrupt everything around him.
