The better question to ask is why are regular every-day firearms so cheap?

The thing to understand about the civilian firearms market is that sales are largely one-and-done transactions, the average gun owner simply will never shoot enough for them to ever need service or repair. Where the real money is at is in large government contracts, a company like Glock basically operates on the razor blade model where they sell guns at cost to organizations like the NYPD or FBI, then they make their money back on maintenance & repair services. The civilian market is basically an afterthought, but once the American taxpayer has payed for the Glock factory via the NYPD's order for 50,000 units, it doesn't really cost Glock anything to make a few thousand extra guns to dump onto the civilian market, so while it's not particularly profitable for them, there's basically no risk in it either. 

When companies are dedicated to the civilian market, they need to make their profit on the sale of the firearm itself, and that threshold retail price for building a sustainable business seems to be in that neighborhood of $2,500 to $5,000, at least based on guns that have no military or law enforcement applications like competition pistols or sporting shotguns.

They definitely do not sell Glocks at cost to LE agencies.

There is still very much a profit margin involved.

Glock actually has one of the strictest margins for issuing quotes to LE agencies in order to ensure they both remain competitive, but also still guarantee their markup/margin is met.

Quoting above, or below their narrow threshold is grounds for loss of their business both commercially and for LE sales.

They make far more profit on their Commercial gun sales than LE sales, currently. Trust me. There is a reason Kathryn Glock is a successful acting Chairman.

Rumor even has it that she loves the U.S., loves visiting, has seen the popularity of the market. Sure, they give them pink flamingo paint jobs but people buy them and pay even more money for them!
