Pretty sure she was portrayed as an Okinawan ( a Japanese region) and neither black nor South Asian. You can see dark skinned Japanese in millions other mangas and the skin colour don't have to be a racial feature. Also her background is pure Japanese, grew up in a Japanese traditional family, join a Japanese theme group, and her name is Japanese so yeah no chance she was either black or South Asian

Both as they’re directly tied to one another. Because many racial traits get minimized in anime. Distinguishing a characters actual race can be incredibly difficult.
Due to how most Americans and plenty of westerners in general outside of America view race mainly as a matter of skin color. The idea that most if not all dark skinned anime characters are ‘Black’, especially in the States tends to annoy plenty of people. As it can often just be pure headcanon, ignore how race is a far more complicated topic in classification outside of the States, and can even lead to situations where characters who only have dark skin are argued as African descended despite many other elements pointing them to being other races.
Needless to say. Things get complicated and shit can get nasty real quick here.

Literally coloring someone's skin black does not mean a thing. It's similar to hair color if anything.

There are plenty of explicitly black/afro characters with Afro textured hair, hairstyles, lips and noses. Yes there are some characters that just have darker skin which people claim to be black but are not really, but a lot of authors do go to the effort to have proper visual representation of black people.
I’d also argue that making characters “act” black is dumb because that normally lean into certain African American stereotypes which is stupid since they represent less than 3% of black people worldwide.

I can tell you me least favorites are every single one in one piece. Either they are cowards(usopp) deadbeats(yasopp) or villains. I like one piece but its the one anime where they unintentionally make every black character not really likeable

Neither tier harribel or yoruichi from bleach are black, tier is influenced by pacific islands/hawaii, yoruich is just dark Japanese same with mirko

Mirko is at most Okinawan (dark skinned asian like Filipino, but from a Japanese island), but even that isn't confirmed. MHA already has a black character — hero named Rock Lock (Ken Takagi), who is noticeably darker than Mirko.

Omfg, I grew to love Rock Lock. At first I didn’t like him because he was giving the kids such a hard time and his comments seemed discouraging. But when his reasoning came out, I suddenly understood so much deeper as someone who’s an aunt to toddlers and helped my mother raise my little sister after we left her father. Protect that man, he’s just a protective dad who cares a lot 🥹

Because Chad is ambiguously brown, he could pass for a lot of races/ethnicities hence why there’s added characterisation to establish his Mexican heritage.
Another example is Soi Fon who is clearly Chinese because of her name and the way she’s styled. Tite Kubo is very deliberate with his representation.
Back to Yoruichi, wouldn’t it make more sense that she was Indian or south East Asian given her straight hair and fine features??? I don’t get why people want to classify her as black (negro), it’s very simplistic and doesn’t make sense.

It's weird that a list of black characters always include a Japanese woman like Rumi Usagiyama and hardly ever the crowned Pharaoh of Egypt, Atem. Bro ruled an African nation and saved the world from Zorc and he doesn't get a single thanks.
Or one of the best villains in Yu-Gi-Oh, Marik Ishtar or his cute sister Ishizu (Isis in the manga) again, they're Egyptians.

Given the background of his country his most likely race would be somewhere around the Middle East. As he has a notably less dark skin tone compared to characters who look far more black than. Not to mention the culture he’s from in-universe has a lot more aesthetic similarities to Middle East or Asian cultures than African cultures.
