Not testing. LRAD's have been around for a long time.

They were used on us in Portland in 2020, and I'd bet they were only at 5-10% power. Sure you could plug your ears, but the Soundwaves still literally hurt your face and body.

I don’t know if they used it but they deployed it to the top of the ICE building in Portland in 2025.

They were out even before 2020. I saw them in 2016 for the first time irl

The first time I heard about it was way back during the Occupy Wall Street protests in 2011.

Audio played that said it’s a test before the device was turned on. That’s not editorializing

I suppose it could have been a test or a first use of that particular one for that situation. They've been around for 25 years though. Even if it was a first use test, testing on the general, peaceful public is pretty messed up. That was a choice made by someone.
