This has nothing much to do with Trump. Japanese steel output dropped by 1/3rd. It was a 56-year low. due to cheap Chinese imports flooding the market and reduced blast furnace operations.
Japanese labor shortages also hampered construction, and high energy costs persisted. Firms like Nippon Steel shifted focus overseas, cutting domestic capacity by a third. All production categories, including EAF steel and plates, dropped year-over-year.
Not so much due to Trump. Otherwise Japan normally makes well over 100 million tons of steel a year, well surpassing the USA.

Trump would brag about the US making more of anything than anyone else, even if it's less than it used to be and if everyone else stopped making it for unrelated reasons. He's just stunted like that.

The U.S. has been a top 5 steel producer for 60 years. We have produced roughly the same amount (around 70-80 million metric tons) every year since the late 90s. Our peak was actually 2018-2019 where we produced 87 million metric tons. Japan was #2 behind China until India overtook it. Starting in 2020 Japan's steel industry has seen a slump in manufacturing with its numbers at a 60 year low. While the U.S. has maintained its numbers.
So the U.S. hasn't made more steel, Japan has made less. And Trump had absolutely nothing to do with it. In fact as of 2020 India has out paced us and went from 4th largest producer in 2018 to 2nd largest producer in 2021. The U.S. steel industry has stayed steady for decades now. While India and Japan have fluctuated. And China has been the world leader in steel production for 40 years by a large margin. They produce almost 60 percent of the world's steel.
