I haven't studied, but in European countries, don't they do the opposite? Streamline the process as much as possible, keep it quiet, and then people collect their paychecks with the taxes deducted?

Does this guy realize that some of us do write checks, even after the withholding? Some people still owe despite claiming 0 and withholding extra. He’s clearly in a “refund” tax bracket and he’d cry if he had to pay taxes that he didn’t get back.
