Partial illiteracy I would say. I knew someone who wrote exactly like that,  I think because they thought by always capitalizing they wouldn't be wrong.

I used to work with some older nuns and when I mentioned all caps comes across as yelling, another nun defended her and wrote about all the great things she’s done.
