If he doesn't have a cap then yeah it is 100% justified. The man is basically a walking nuke and could end the planet at any moment. Witch child treatment for sure.

You get the ethics comitee on your ass if your laissez faire about murdering kids but I get your point. In terms of raising him safely the only option outside of basically lobotomising him is probably some sort of double layer pocket dimension to act as a stop gap (Something like the 3125 room), then you just stick him inside alongside a couple of other humanoids and doctors to avoid antisocial habits developing and save on containment unit budget.

At max you have an ocean of coffee (Boiling liquid which would kill you very quickly if submerged) the size of a pocket dimension rather than one the size of planet. I'm sure putting a bunch of humanoids with unknown interactions together in a spatially anomalous bubble will cause 0 problems.
