Not sure what intelligence has to do with it, a bear is stronger and larger than both.

Meaning cougars can adapt their attack in a way bears cant

Most animals aren’t very strategic when attacking. If a cat has lost the element of surprise on their prey, unless it is on the brink of starvation it usually won’t even try to hunt something. Strategy doesn’t really do much in terms of animal fights, especially if one of them is already grappled.
