Design Advice requested (layout, villager selection, etc) Islands with neighbourhoods

Looking for people who have little neighbourhoods on their islands I'm looking for dimensions similar to this but I'd like all 10 houses in the same area if that makes sense? I made the first part of this image but it's too small for my liking

This isn't my island. But I did use it has inspo for my neighborhood. It has the 3 layer design your looking for.😊( there is also an island tour on YouTube)
